When you make an offer, only the person who created the listing can see your offer. The person who listed the item will then be able to contact you to follow up. Depending on the contact preference you specified when making your offer, you may receive an email or phone call in response.
Once you make an offer, you cannot retract it online. However, since no transactions are conducted on BigTent, you can still communicate directly with the member who listed the item about your change of heart. You are not "locked in" based on your online offer. However, to be fair to the posting member and other would-be bidders, you should not make offers you are not serious about.
